As per my understanding, in Power BI's Matrix visual, it is not possible to set column width or row height dynamically. However, you can control them as follows:
Currently, Power BI does not support adjusting row height for specific columns or rows. Kindly consider the following alternatives:

In Power BI, it is not possible to dynamically adjust column widths or row heights in the matrix visual. To control a specific column’s width, you need to manually resize it by dragging its header border, then turn off the “Auto-size column width” option under “Column headers” in the Format pane. For row height, you can enable or disable “Word wrap” in the “Values” or “Row headers” sections to affect row height, but there’s no way to set exact row height values.

I'm not seeing those options under the Format menu...
You can not set a specific row or column width and height, you have to adjust and drag them manually, unfortunately.
In the visual format pane:
For Columns:
Go to Column headers → Turn "Auto-size column width" → Off
Now manually resize columns and they will stay as set.
For rows:
Grid → Row padding: Increase or decrease padding to control row height.
This affects all rows uniformly, not individual ones.
