How do I keep others from changing the Filters, Visualizations and Data in Power BI Desktop

Nobody else has access to your filters, visualizations, and data in Power BI Desktop.

Unless of course you store the PBIX in a SharePoint Document library.  But there you can use Version history to restore older versions.

I have the report in desktop and I'm having others open the report in power BI to distribute to other people but I don't want those users to change the filters, visualization or data on the report prior to distribution

If they have viewer access to the workspace they will not be able to edit the report. You can click the lock button on filters in the filter pane to stop viewers from changing them
