How do I get support for Power BI Pro government? - MS support was horrible

I called  (800) 642-7676‬ to get support for Power BI Pro.  I was transfered to customer service.  I was told that I cannot get technical support.  Why am not allowed to an open ticket online just as any other Power BI Pro user?  How do I get support for Power BI US Gov?

Yes, I tried to go through the Open TIcket process. It does not recognize my user name and password. I am able to log into Office365 and power bi Web UI and I can start the power BI desktop. The Power BI desktop allows me login at the startup.

I just canot open a ticket or get any support from MS. They won't help me over the phone either.
