How do I get a shape to follow the visualization underneath?

Agree with ponnusamy .
Unfortunately, It is by design. There is no option to acheive it now. You can submit an idea for it in Power BI Idea Forums to help advance the implementation of this feature.

I don't want to freeze any elements within the matrix - but shapes ontop of it when I scroll to the left/right

Anonymous As below... You can see it's a matrix that is scrollable left to right... I have a shape that is ontop of the revenue columns for the first categorization... However, I found out that when I scroll to the right, the shape will accompany it i.e. cover up the small/medium columns when scrolled to the right

WestWinter : I don't think its possible since they are two different visuals and you can not control the property of one visual dynamically based on change in property on another visual (in your example - scrolling the matrix horizontally).
