No you can't do that with the Clustered Column, the color is applied to the column as a whole.

But you can do this with a Clustered Column.

With data like this

You get this

In the visual settings you need to turn off the Legend, and turn on Data Labels and Data Labels -> Value and Title

If you have data that you want to look at over time like this
