How can we create this Martix in Power BI?

As I understood from your question, I've couple of questions

1) Why no budget for previous year?  [if considered]

2) What is Row headers column name? [turnover group]

--> Drag Turnover group [as mentioned above] having (Total Turnover, Gross COntribution values) into Rows option.

--> Drag Time column having (MONTH,YEAR TO DATE, YEAR TO 30TH JUNE values) on Columns option.

--> Drag Year column having (CURRENT YEAR,PREVIOUS YEAR values) on Columns option.

--> Drag Actual and Budget measures in Values option.

YEAR TO DATE, YEAR TO 30TH JUNE & YTD are Measures that can't add in Columns

Then you can add it in values

Hello @hemant_Software , 

Looking at Matrix Table you have provided it will be complicated to create the same in Power BI untill you have all the rows and column in the table and also you have to consider the filter context when creating mesures...

And you might have to use more Switch function if want to achive the same.
