How can users not installing Power BI using published Power BI reports

There are few ways how this can be achieved:

1. Power BI Online: Power BI reports can be published to the Power BI online service. Users can sign in to Power BI online and view the reports published there.

2. Embedding Reports: Reports can also be embedded in other applications, such as SharePoint or custom web applications, using the Power BI Embedded service. 

3. Mobile Apps: Power BI also has mobile apps for iOS and Android that users can install on their smartphones and tablets to access and interact with reports on the go.

If your Power Bi report is published to Power Bi Server then any person who is having edit access can download the published dashboard.

To download the file, users must have edit access to the report.

In addition, the administrator needs to turn on the 'Download report' option.

You can disable the 'Download report' option, so that the users who able to edit can not dowload the PBIX.
