How can have non-static map in Power BI?

How can I have a live map as the background map for our data?

 

For example this map:

I was looking at arcgis add on since my organization has arcgis license already, but I didn't see the feature to add maps from the living atlas like this one.   The map that my organization publishes are fine, but I was wondering if there were more detailed instructions for living maps.

Based on my testing, may be can use Icon map visual.

Get Icon map visual in power bi.
