How can I replicate this visual in Power BI

Found this visual in Tableau public gallery. Please let me know how to replicate this in Power BI, does not have to be exact.

Have you tried the Dumbbell Chart by MAQ?  It doesn't have the column of values on the left, but the main part is similar to your target visual.  Otherwise, you could build it with Charticulator.
