How can I put data on a Bar Chart for a measure for the selected date range and prior 3 years

Do you mean to show current date range and the previous 3 years date on the axis? 

You could create a new column to show the data 3 years ago with DATEADD() function. Then create a date dimension as slicer and use measure to show the result with 1 or 0. Now you could set rule in the filter pane.
