To create the bar like this you can follow these steps:
1. Select stacked bar chart
2. Put your values on Axises and form like on the picture bellow :
3 Format your Bar and labels format
Note that
It is not really a good way of conveying the comparison message between parts in terms of accurate and efficient data visualization.
