How can I create a custom thermometer/gauge visual using my own image?

I'm trying to build a dashboard that shows our company's charitable giving. I'm wanting to show the progress towards our goals with my own image. Is that possible? The only thing I can think of is by making an SVG file of the image but that only gives it heat-map functionality rather than progress.
