I am using a donut chart to plot two measures.
When the value for both the measures is blank, there is no donut displayed, but the legend still shows up.
Is there a way I can hide it?

If I understand your requirement correctly, you want to hide the legend header only when the value of measure is blank?
If it is, by my test, there is no options to hide the legend when the value is blank directly. You could only turn off the legend in the Format pane.
In addition, you could post your idea here to improve Power BI and make this feature coming sooner.
