You have got duplicate IDs in your Dim table, remove them and try to create One-to-many relationships

When this has happened to me in the past, there is a formatting issue with ID in your DIM table, even though it doesn't look like it. Try opening the query editor window and using Trim and Clean in the Format section. Then as a final step, try removing duplicate rows. Then load your DIm table again and see if that does the trick.
