Help with flatting parent, child values for hierarchy

The following table is a matrix table. The values are dax measure divided by dax measure and there is a hierarchy in the rows.

I am trying to get a value instead of "infinity". The infinity caused because there is a relevant value only to the last hierarchy field (I think), and I am trying to flat it for all the hierarchy. If I will remove the first two hierarchy field, I will get the values I need for the rest of the fields. Why do i need to remove it to get the result? Is there a way to keep it?

Both of the dashboards are the same data. One is with a slider that changes the measures of the table and the second is just one measure that i have an issue with.
