Help with creating column chart visual along with dynamic Growth % values.

Anyone know how to make this kind of visual without using a card at the top, as i would have to hardcode the values there and it wont change dynamically say when another region (example south 2), is supposedly added to the graph ?

Use a combined column and line chart, put the percentages in the line values, do NOT show the line, only show the markers and data labels.
