    Column = minx(FILTER(Sheet1,Sheet1[Incident Number]=EARLIER(Sheet1[Incident Number])&&Sheet1[Frontline Unit]=1&&Sheet1[Multi U]>1),Sheet1[Dispatch To Clear (seconds)])+0
