Help with build the table with country, state, top 10 districts in the same column without hierarchy

I would like to know, how to build the table has the hirercahy, but need thos fileds on the same column. Please find the below snapshot

or you can use three column on Matrix column and Measure on the rows(Switch Value on the row)
