Help with a simple Measure

Hi all,   I need help with [what i think is] a simple measure.   Basically i have a data file, and one of the columns is called EC.  An example is as below:   EC 2019 2019 2020 2...

    Measure = calculate(MAX('Table'[EC]),'Table'[EC]<>"Outturn")
