Help with Concatenatex(?)

i'm trying to do something that i think is easy but i'm definitely not able to do.

Basically here's what i have

and here's what i would like

i tryed some combination with CONCATENATEX but nothing worked.

Can anyone help me?

@ilTac , Try a new column like

CONCATENATEX(filter(Table, [ID] = earlier([ID])), [Country]," - ")
