Help w/ DAX identify "active" from 1 period, then count from this selection closed in diff period

Hello, I need some help with 2 meaures, one is a count and the second is a sum for below criteria:

Step 1: identify list of "active" (from a column) IDs in a specific month, ex, Jan. 

Step 2: from those that were active in Jan (this should be the "Download Date"), identify which ones closed within a 6 months period i.e. Jan till Jun (the period is identified by another column called "Closed Date"). 

Measure 1 => count these IDs that closed

Measure 2 => sum the values of these IDs

The month is based on a slicer selection.  I have a date table, linked to a table that has data for all months appended. 

This is an example of the data; in this case, I want to count ID1 because it existed in the beginning of my period, but I want to exclude ID2
