Hi Ahmed_Khalil 

Please try this approach
You 2nd table has email id where you can implement dynamic row level security based on which user login.
To do this, in
in both tables create a calculated column and CONCATENATE County & Category column
Create Relationship with new calculated column
Create RLS in 2nd table
