Help on Meassure

Try this:

 

SO Max Week = 
VAR MaxYear = MAX('DB'[Year])
VAR MaxWeek = CALCULATE( MAX ( 'DB'[Week] ), Filter(all('DB'),'DB'[Year] = MaxYear )))
VAR Result = CALCULATE( [SO Net], 'DB'[Week] <= MaxWeek )
RETURN
Result
