Help in measure calculation

Hi All,

I need help in creating the following measure:

I have different ID's (361,367) and each ID has different groups. 

The first group is always starting with 1. 

I want to divide each group by the first group. 

so for example in id 361, the measure  will calculate  0.21/0.25 and the result will be 0.84
