Help Replicating Excel Report - Category by Month vs Target

Hi,

Struggling to find a nice way to replicate below report. Have managed to get most of it done using a both Matrix and Zebra BI visuals but have not found a clean way to add the target.

Note: Using Report Server so may not have latest functionality available in cloud version of PBI desktop.

Any ideas?

Looks like I can use a matrix and build measures for each column.
