Help Icon In Power BI Visual

Is Power BI Visuals support showing an help icon and when clicking this icon shows description of the visual?

For example,

You can insert a button and write the message in the tooltip as shown in the screenshot.

This is visible on report but not on dashboard. How can I show this icon on dashboard as well?
