Heat Map alternate column values

Hello,   In Heat Map, I'm trying to achieve this, but not sure if this is possible. Can you please help me.   In Location (ID) - Given City name and Group by Country name. In the values I want to...

    Thank you for your suggestions, even I tried the same. As you said, only one value can be asigned to the map, and if I assign a new value hte old value will be replaced.
