Having issues with publishing desktop report to cloud and cloud says there are issues with Microsoft

Having issues with the cloud. I can't publish changes to the cloud.... Gateway seems to be an issue and has all these Microsoft cloud servers and their IP addresses listed. Says need to allow them. I asked my Azure network administrator to whitelist the microsoft cloud servers and he said they don't black list and are unable to fulfill request.
