HTML Rendering - Is there a way to do it for published reports without a license for visuals?

We're trying to show a visual with some text on the active filters that are applied. We've created a dynamic measure that shows dynamic text like this:

Active Filters:
Year: 2022

Country: US

Product: Product X, Product Y

The dynamic text is HTML because we want each filter to be it's own row + we want the filter name to be bold and the filters applied not to be bold.

So we thought we'd use this visual: https://appsource.microsoft.com/en-us/product/power-bi-visuals/WA200001930?tab=Overview

to render the HTML. Locally in Power BI Desktop this works great. However once we published it to share for our users, the visual does not render (shows an X, with show details) below it. The show details links to a page saying that a visual needs to be certified to work in the Power BI service.

There are 2 other HTML visuals that are available like this one: https://appsource.microsoft.com/en-us/product/power-bi-visuals/WA200002071?tab=Overview

which are certified, but they require a paid license to use it...

Is there no free visual that renders HTML and works for Published Power BI reports or is there another free way to display dynamic strings as measures with formatting (bold / new line)?

Working with procurement to purchase visual licenses is a relatively lengthy and painful process, so we'd like to avoid that...
