HTML Rendering - Is there a way to do it for published reports without a license for visuals?

I applied the HTML Content visual you mentioned in my report, and when I share the corresponding report to others, they can view the report normally. You can see the two screenshots below (one is the screenshot displayed in Power BI Desktop; the other is the screenshot of the report opened by the user I shared it with). Do you have any other uncertified custom visuals in your report besides the HTML Content visual?

The report shown in Power BI Service by the shared person

If the user you share the report with still get an error, maybe you can try using the Card visual instead of the HTML Content visual...
