I am having issues with filtering the revenue by sector with the other slicers.
The sub-industry node for each sector only comes up when I click on the particular sector.
However, I want to be able to have revenue by sector be filtered up to the sub industry node when I click on any of the filters on the left side on the image below.
Also when I click on any visual it doesn't filter the slicer.

I am not sure I understand you.
The issue I'm facing is not with blank visual.
I want the sub industry node to also come up when I click on the slicers on the left.
How do I use the ISINSCOPE() function for this?

To filter the sub nodes you need to use the ISINSCOPE() fucntion,
Here's a guide: ISINSCOPE – DAX Guide
and for slicer interaction, you need to check your interactions by clicking on Format>Edit Interactions.
