Thanks for the solution saud968 offered, and i want to offer some more information for user to refer to.
hello vjnvinod , based on youe description, you can use the custom visual Tachometer to implement it .
When you load it to power bi desktop, put the tarhet value and the actual value to the visual.

this doesn't help, its not showing the portion of budget see my graph below (like how it shows in the default guage chart), it should be 2 colors

If you want to have two colors in the visual, you need to put the range2 start value to to it.

thank you its coming closer to i need, below is what i have achieved, i need the shape to be like semi Donut, which is the default visual in Power BI Desktop, see below screenshot
