Grouped (or Binned?) Clustered Column Chart

I am trying to replicate the following in Power BI Desktop but cannot find a solution in the community nor on my own.

 

Is there such a thing as 'grouped clustered column' w/ each group having a seperate background color?Grouped clustered column.PNG

 

 

Basically, I want to group my clustered column chart based on a priority attribute in my data. I have a bunch of 'questions' that we answer with a integer value then we give it a priority. We ask, answer, and prioritize these questions annually. I think each question is has the same priority every year. 

 

Questions clustered by year/date then grouped by priority.

Hmm, I did something like this once using stacked visuals.

 

So, the big colored columns go in the back visual. The front visual is transparent background. You use the same axis for both visuals but turn all the axis labels and such off for the back visual. You just use a static measure like Measure = 30 for the values in the back visual. Set the space between columns to 0 in the back visual. 

 

It was something along those lines. Kind of a pain. I'll try to dig up the thread or the PBIX if I created one. Or, if you can provide sample data and such I can try to recreate.
