How can I group rows in table or other visual if they doesn't contain measure and I can't use agregation?

I reproduce your scenario and get expected result.
1. Create sample table as follows.
2. Create a matrix, turn off the "Stepped layout" button, select all fields as rows level, expand the matrix, you will get expected result.
