Hi Power BI community! in Power Bi Server, In case a Power BI dataset has been promoted and was marked as “findable” a user can access the data hub and find this dataset there. Then the user can request build access in order to be able to create reports on top of this data set. This will generate an email to the owner of the dataset who can then grant the access.
here it says its poossible to give an access to the group:
Is it possible that the owner of the dataset is a group rather than an individual person (so that multiple people can administer and provide build access)? Basically there is a take over option, but it will be still assigned individually.

Base on my research, currently the owner of dataset only be the individual. About granting the access which refer in this official documentation to the individual or group, it include that the user can share, modify and create the content with the data asscociated with that dataset. However, the dataset owner can also make some settings(configure data source credentails, schedule refresh etc.) for the dataset besides the above permissions. If the other person in the group want to be the owner of dataset, he/she can take over it. Please refer the following link to get it.
