Grid within a Table

I was asked to create the below summary level page for a report I have all of the assessment calculations and the values for the risk/issue grids. My question is it possible to have a 3x3 grid within a table?

    I think you would have to build the table in R and then display it on your Power BI report. Power BI does not really support visuals as column values in a matrix (that I know of).
    There are other possible ways of displaying the risks, but that one won't work.

      If you're feeling brave, you can attempt to create the graphic using DAX to generate SVG images as a measure. David Eldersveld has a multi-part series on how to get started. Brian Grant also has a short video about using the technique to build sparklines.

      One thing to consider if trying this in tables - the SVGs will come out with an even width and height, which would technically be fine for your use case. Tooltips will not be possible using the SVG approach either, but this is probably as close as you can get if using the core functionlaities of Power BI for now without getting into custom visuals development.
