Greater than / Less than equal to

How do I create a function or querey to show me only data where Value A is less than or equal to Value B?     Example:  Show items where "Received Quantity" is less than  "Ordered Quantity".

Are these columns that you are comparing, you did not specify or a measure? And where is this, power query, power bi?
