Yes,  as vicky_  mentioned, we recommend that you have a Pro or Premium Per User (PPU) license. It is also advisable for the user taking over to have a Pro or Premium Per User (PPU) license. Here is a screenshot from the relevant documentation:

Steps to follow:

1.Move all content to a shared workspace.

2.Add a new administrator to take over control.

3.Keep the original PBIX file for any future changes.

You may need to note that as the user taking over, to refresh the workspace content, you must take ownership of the dataset. To do this, you need to be a member of the workspace with edit permissions, and then click the "Takeover" button on the dataset settings page.
