Getting previous row based on criteria

My dataset contains time stamps, item codes and a user.

What I am trying to do is add a new column called 'last user' which shows me based on the time stamp and item code, the last user who was associated with the item code. What this would look like is:

Can someone please help me with how I can do this trasnformation in power BI?
