Get the last period of the change of charge

Hello everyone, I have the following table where it indicates the period, the position column and the date on which the change of position was made, the formula used in excel was the following +INDEX($C$3:$C$14; MATCH(D3;$D$3:$D$14; 0)). I need to formulate the CHANGE DATE columa in power bi, but I can't find these functions.

Can you help me with a formula that allows me to get the "CHANGE DATE" column.

If the "LOAD" value won't change back to a previous value, you can create a new column with this DAX expression:

Column = CALCULATE(MIN('Table'[PERIOD]),ALLEXCEPT('Table','Table'[LOAD]))

If the "LOAD" value won't change back to a previous value, you can create a new column with this DAX expression:

Column = CALCULATE(MIN('Table'[PERIOD]),ALLEXCEPT('Table','Table'[LOAD]))
