Get a header in my desktop
I want to add an header like this picture above, (source: https://community.powerbi.com/t5/Data-Stories-Gallery/Sales-Scorecard-Where-are-we-losing-money-by-Decisive-Data/td-p/104653) how do I get it?

What I suggest you to do is to create a background image in a third-party tool, can even be PowerPoint.
Afterwards you can set this image as the background image of your Power BI report & can enrich it with data specific filters/data.

Anonymous , not sure. but the left side (TOP) one is an image. You can add an image too
Image of south , north are above table with header text is of same color as background
