Geographical Map - drilldown hierarchy (County,State,Zipcode) possibility?

i have created the Geographical location wise sales report  using ESRI/ArcGIS visual. country level, State level, Detailed Zip code level. But our user requesting as single visual itself with drill down for all the three levels. Same like hierarchy (Country, State, City, Zipcode) when they click country level visual to  anyone country. they want to see only that country state level sales distribution.
i tried not able to see any drill down option in ArcGIS map.
Can you please suggest me any possibilities or other types of maps can solve our problem

For the drill down feature in Map, please refer to the "Use geo-hierarchies so you can drill down to different "levels" of location" on the link below.

Also, there're some custom visuals similar like below might meet your requirement.
