General Title options Normal, and Heading 1-6

This may be a dumb question, but how are these Heading options customized? I'm thinking they are similar to Styles in Word, but they do nothing. I have looked into Theme JSON files and have not found anything.

Can anyone explain, or at least give me effect search terms?

Makes sense, although I do not get a tooltip as you show. Must be magic!
