Gauge panel in a Power BI Paginated report not displaying information

I have a pagniated report in Power BI report builder, connected to a SQL DB. The info feeding to the guage panel is a row with fixed values 1, 2, 3 correspoding to a colour red, green and yellow. I have checked and the connector is working and I can see the data. However, the gauge panel isn't changing based on the values 1, 2 or 3.

Any suggestion or insights into possible fix or things I am missing?
