You can change colors like this:
1. Change the Fill color in Data colors pane
2. Change another color by changing 'Third-level elements' in custom theme settings:

Another option is to create a Gauge that dynamically changes colour based on the current value.

I think you can't change the gauge background (orange) via a condition.
