Gauge Color Conditional Format (three dots) not present

I am trying to add color conditional formatting to a gauge visual. The three dots that should appear in the "fill color" area are not showing up. My Pbi version is up to date.

To apply conditional formatting to the gauges, click the function button as shown in the screenshot.
