That exception is coming from Windows, not the gateway logic itself. The gateway tries to persist its recovery / asymmetric key under the profile of the account configuring it, and Windows is reporting that account is currently loaded with a temporary profile, so there is nowhere to store the key.
What I would try, in this order:
1. Sign fully out of Windows and sign back in. Temporary profiles often appear after a failed profile load and clear on the next login.
2. Check Event Viewer under Windows Logs > Application for User Profile Service events around the time you signed in. Event 1511 or 1515 confirms the profile failed to load and Windows fell back to a temp one.
3. Run the gateway installer / configuration from a Windows account that you know has a real persistent profile, or fix the affected profile first.
Once the account configuring the gateway has a normal, non-temporary profile, the asymmetric key generation will succeed and the gateway should register without this error.
If this helped, a thumbs up and accepting the solution would be appreciated.

Log out of the VM, and then log in to it with a user account that has admin permissions.
