Usually, the value of measure will change according to the context. If you want to fix the average, you can try:
Avg Call =
CALCULATE ( AVERAGE ( 'Calls'[Calls] ), ALL ( 'Calls'[AM] ) )

How about AllEXPECT function? I need to exclude the AM B & C from the Average.
