Anonymous , You have to unpivot the months in power query

https://radacad.com/pivot-and-unpivot-with-power-bi

Then you have to create a new column

Parameter year =[Parameter] & " " & [Year]

use this Parameter year on axis and Month on legend and value on values/Yaxis
