Please try like:

MEASURE = 
COUNTROWS (
    FILTER (
        SUMMARIZE (
            'Table',
            'Table'[Location],
            'Table'[User ID],
            "@count", COUNT ( 'Table'[User ID] )
        ),
        [@count] > 5
    )
)
